Not trying to butt in however, in my computer I click on Pictures, double left click on the picture in question, top menu select 'open', submenu provides options with PAINT as I did. This allows me to resize the pic. Sorry I cant copy and paste the exact screens that I see but, check what options are available when you open a picture under file or tools.
