You may wish to contact Deborah Marx at dmarx0405@aol.com who is in
the process of conducting historical and archeological research on "SS
WINFIELD SCOTT". Ms Marx is a graduate student at the East Carolina
University program for Maritime Studies.
She may be able to "steer" you in the right direction towards plans.
After that, it's then a question doing the rounds of Museums and
contacting them by email. The large museums are sometimes a bit
offhand (to say the least) but you can usually get some excellent
information and assistance from the small ones.
A source of ship model reference and plans can sometimes be the town
Museum and/or library closest to the source of the shipwreck. There
are also some organizations which might have jurisdiction over the
area. For example, Channel Islands National Park, NOAA Channel Island
National Marine Sanctuary, and maybe even California State Parks,
since shipwrecks are beginning to achieve the status of national
monuments! This particular wreck was identified and documented in
1981.
The next process is to post RFI on every bulletin board you can find
on the interent. I've had lots of success trolling for information
this way and have met some great people in my travels. Holler if you
need a list of the most popular bulletin boards. chances are you'll
find someone else also looking for information on the same ship...the
internet suddenly makes it a "small world".
