For a manufacturing of such Paddlewheels you will have to do:

a perfect construction drawing in CAD, Autocad as DWG file
Make drawings of EVERY Part you want to be manufactured
give the file to a workshop which has a automatical laser cutter
Ask for the price
If ok, have him make the parts
then fit them together and fit the wheels to your model.
