Paddler - unknown Class

Guys......this paddler image appeared on Model Boat Mayhem this week [courtesy of member dodes] simply as off the Net and post WWII

My guess is an oil burner, however with rather poor combustion  ??

Any thoughts?........ Derek

At a guess I'd tag this as H.M.Tug Grappler or one of her sisters from the Robust Class.
