Director Class Paddle Wheels

Hi,
We are nearing completion of a set of Paddle wheels for the Director Class tug to the design by G.Baker and J.Jones ,
Drawing number 1293. The "Eccentric Feathering Arms " show 2 holes drill thro 1/16" rivets. What are these for and what do they do?
Any answers would be most appreciated.

Robert..........

I do not have the Drawing 1293 by Jones & Baker, however most feathering paddle wheel sets are of the identical principal

This being one fixed point on each wheel on a disc drives all of the other blade linkages off that fixed point creating the eccentric feathering motion

You may find a better response if you post an image of a section of the Drawing to confirm your quandary
