Yes you are right, my WAVERLEY rudder is semi balance in the proportion you state.
On the real ship she has a very small rudder in proportion to her length, Walter Snowdon and I were just discussing that, last Tuesday at the Lake.
My late cousin was the last Caledonian MacBrayne skipper on her, and he said she was a bar steward to steer and like all females - had a mind of her own! I think he was in command of her when she took it into her own mind to go "sail about" off the shoal at Arrochar and break her foremast.
At the Tynemouth Club, we have to build to take into account the prevailing blustery conditions
and thus we all build our models over steered and overpowered.
