Having been in the painting trade, workwise, it is taboo to mix water based paints with oil based. Albeit one can paint over almost every surface that they wish, the time factor will tell all. Oil based paints never really dry out as such, and remains in that state for many years. Putting a non oil based paint over, will result in a possible cracking of the surface, it cannot give at all, the oil base can.
Putting oil over water based may work, but not the other way. It could take some time to notice this effect, the choice is yours. Oil based paints can be remove by most normal means, not so water based.
I do not make models, but work on the real thing, a full-blown paddle steamer ‘Medway Queen’ fighting for survival.
I do advise on the paints as relevant to this project, bearing in mind the cost for the job in mind, and necessity of the life of the relevant job.
