The paddlewheels don't touch the water!
Maybe they can be lowered when the boat is underway? The drive chains (?) look very thin, like bicycle chains, I wonder is it pedal powered  :o

It looks as though it is pedal powered, a modern  equivalent of a Roman galley with a row of folks pedalling away to move the  paddles
