Menna/Alumchine main deck

hello everyone, I've been looking at a diagram/plan of PS Menna with the idea of making a fairly simple semi/stand-off scale model and I'm at a bit of a loss about how to get from the 'cargo' deck to the main deck.
In photos, the car carrying area appears to be raised/strengthened and looks about 12 to 18 inches higher than the deck itself, see these pictures...I've coloured the main deck blue and the car deck red, see how they look noticeably NOT equal!

Looking at the plan doesn't really help much, I can see (I think!!!) these two levels on the side elevation but, on the plan (overhead view) I can't make out where the level changes, or possibly I'm just not reading it right!

So, anyone have any ideas, steps or ramp at the front (either side) of the engineroom? Slope down to just in front of the shaft (which you then have to climb over!) Same level back to the paddleshaft then steps/ramp down behind it? I just can't tell  :?
