Could anyone please help with id of this vessel and her precise location at the time? The pic was taken in May or June 1996 on the Romanian bank of the Danube.

I think she is here - romanian city Giurgiu.

Taifoon, your photo is of the passenger steamer Tudor Vladimirescu, built in 1854 as a tug for DDSG and the oldest operating steamer in the world.

The original photo is of a tug, I thunk it was preserved near the Iron Gates as a museum. My reference books are in storage at the moment, but I think the name may have been Vaskapu, http://www.danube-research.com/histships.htm has some photos of Romanian paddlers
