In 1852 there was great worry as to the needs to boost the steamer strength of the Royal Navy in an emergency and a list of suitable mechant ships for calling up was commisioned by Parliament. That'd be the LCC steamer? I believe one of them was named 'Citizen'....

NO these were long before the LCC Steamers, they were named alphabetically from CITIZENÂ A to CITIZEN S, built 1845 to 1873. They operated on a similar route to the LCC steamers, but initially ran upriver to Chelsea and Kew, later to Hampton Court.

All these ships were capable of prolonged seagoing, with a view to arming them as steam corvettes or troop carriers or despatch vessels and led eventually to the programme of subsidising the building of large merchantmen capable of becoming auxiliary cruisers which reached it height during the early 20th century and during WW1. This programme led eventualy to STUFT ships. (Ships Taken Up From Trade). Regards, walter.
